The Binson Echorec was an analog echo machine produced from 1957-1984, which utilized a rotating magnetic drum recorder to produce an echo effect, rather than tape loops, which were more common at the time. Used famously by Pink Floyd, notably on the 23-minute "Echoes" (the "eerie underwater wind noise" from 10:50-15:02).

The Special Binson Echorec 2 (which is what Billy used) was a recreation/modernization of the original Binson Echorec 2 T7E by a fellow named Marcello from Italy. He had the following to say about his machines: "These machines are assembled from NOS Original Binson parts(95%), and from NEW first quality parts. These High Quality & Ultra Low Noise Tubes and Solid States units include the most important electronic enhancements designed and tested over the years by myself and by the Binson factory. These machines work on a Precision DC Vintage Motor, on a special Perpetual "Jockey Wheel", and on a High Precision Special made EVO Disc that assures superb frequency response and a Super Wide Delay range."
A video clip of Billy adjusting the settings on the Special Binson while playing bits of Astral Planes on the "Kimberly Kay" guitar was posted to Kerry Brown's blog on 2009/09/21.
